Why it's threatening

Under sun, Venusaur doubles in Speed and outspeeds nearly everything in the meta. Sleep Powder before moving means you can put an opponent to sleep before they threaten back. Petal Blizzard's spread damage forces opponents to deal with both Venusaur and Charizard simultaneously.
